洪秀柱18日提出新版證所稅主張，民進黨新境界基金會執行長林全就表示，洪版方案幾乎是完全放棄證所稅，並認為與公平正義的稅改方向是背道而馳；對此，國民黨立院黨團19日砲火全開，強調洪版比較具有可行性。
國民黨中央政策會執行長賴士葆表示，立委羅明才已經提出相關修法版本，未來會根據洪版證所稅主張進行修正，並成為黨團版本。賴士葆說：『(原音)所以我們會用現有連署好的版本，略加修正變成跟洪版精神一樣去推，我再強調一遍，林全版本跟我們有很大不同，他事後才說採取什麼申報制度，我們是事前；第二個，我們沒有加稅，他加稅，他加千分之一。』
國民黨立委費鴻泰則表示，政府制定稅率前，一定會綜合考慮國家經濟競爭力、財政收支、公平正義以及稽徵成本，他並說，洪版方案是經過權思考，因此國民黨正式向民進黨提出戰帖，邀請對手蔡英文就證所稅議題公開辯論。費鴻泰說：『(原音)我們非常歡迎，我們乾脆來場辯論，請蔡英文女士、洪秀柱女士各帶三位，不管是學者專家或立委，各帶三位來公開辯論。』
國民黨團副書記長王育敏表示，國民黨對證所稅改革花了許多時間研究，要求民進黨別用口水抹煞專業，呼籲民進黨大方接受挑戰；對此，民進黨立院黨團幹事長蔡其昌表示，他願意與洪秀柱在立法院進行辯論。
